ZINARA duped of $100 000
Former Personal Assistant to the current minister of Transport and Infrastructural Development Joe Biggie Matiza has been dragged to court for duping ZINARA of 19 248litres of fuel worth $65 925.
The suspect, Cephas Chiwetu was not asked to plead when he appeared before Harare regional magistrate Hosea Mujaya and was released on $3000 bail.
The complainant is the State represented by Berven Andrew Murungweni who is the Director of Human Resources for the Ministry of Transport and Infrastructural Development.
Chiwetu’s duties as the P.A included liaising with the principal executive assistant pertaining to the minister’s issues on his diary, accompanying the minister to his constituency and taking care of his belongings, and other necessary requirements needed for the journeys, carrying out errands on behalf of the minister and co-ordinate with the minister’s aides and drivers.
Allegations are that Chiwetu acted in contrary and inconsistent to his duties as a public officer by originating requests for fuel purporting that Minister Joe Biggie Matiza needed fuel for a number of trips, which benefitted himself as an individual.
Chiwetu directed the requests to ZINARA for the minister’s trips yet in actual fact, the ministry was providing fuel for all the same trips.
Chiwetu is also accused of misrepresenting and verbally instructing ZINARA Director Administration and Human Resources that the ministry of Transport and Infrastructural Development urgently needed a car for use by Minister Matiza for visit to the Chimanimani for the Cyclone Idai Programme.
It is alleged that ZINARA Director Human Resources and Admin Precious Murove hired a Ford Ranger from Cheryl Ethan Travel Services from March 26 to May 31 2019.
The car was delivered to Chiwetu by ZINARA official Prince Marasha and he used the vehicle for his own benefit without the knowledge and consent of the ministry.
ZINARA suffered an actual prejudice of $46 461.
