Mangwana went on to say that even Embassy staff posted in foreign countries also get paid in bond notes and have to make their own arrangements with their local banks to have the money changed to foreign currency and loaded into their international Visa cards.

Writing on social media, Mangwana said,

Many ask whether there are some in govt who are paid their salaries in USD. The answer is that everyone in government is paid the same way. This includes embassy staff posted outside the country. Only locally recruited embassy staff is paid in their local currency.

Ministers, Perm Secs and all civil servants are paid through money paid transferred as via RTGS into their accounts. Even for ambassadors and their staff, it’s the same. If for example, Zim embassy in the UK recruits a British driver there, that one would be paid in Sterlings (£)

Mangwana also said that the embassy workers do not get separate foreign currency allowances.

They are given Visa cards which they ask their own banks to load moneys commensurate with their needs…That’s between them and their bank.
